Intermediate Care Facility The ICF/MR is a long-term program which provides specialized training and developmental programming to children and adolescents (6-21 years) who have mental retardation and/or related developmental disabilities. Substantial functional deficits may be exhibited in learning, self-care, communication, self-direction, socialization, mobility, and capacity for independent living. The children & adolescents are located in community based group homes which provide a normal living environment and enhance the opportunities for success.
